ICJ: Proceedings instituted by the former Yugoslav Republic of Macedonia against Greece

On Monday, the former Yugoslav Republic of Macedonia instituted proceedings against Greece at the International Court of Justice. Application here; press release here. The dispute arises out of Article 11 of the Interim Accord, which was signed by the parties on September 13, 1995. It is alleged that Greece violated this provision of the Interim Accord by objecting, in April 2008, to the FYRM's application to join NATO. Article 21, paragraph 2, of the Interim Accord provides that "[a]ny difference or dispute that arises between the Parties concerning the interpretation of implementation of this Interim Accord may be submitted by either of them to the International Court of Justice, except for the differences referred to in Article 5, paragraph 1."
