Security Council: Hariri Tribunal
As widely reported (see here and here), the Security Council yesterday adopted Resolution 1757 (now available here) by a vote of 10-0-5. Under operative paragraph 1 of the resolution, the Council "decides, acting under Chapter VII of the Charter," that the Agreement between the United Nations and the Lebanese Republic on the Establishment of a Special Tribunal for Lebanon "shall enter into force on 10 June 2007" unless the Government of Lebanon notifies the United Nations that the Agreement has been approved prior to that date. The U.S. explanation of vote, delivered by Ambassador Khalilzad, is available here.
