The Fifth Report of the International Law Commission's Special Rapporteur on Shared Natural Resources: Transboundary Groundwaters, Chusei Yamada, has been issued (A/CN.4/591). The Report will be considered by the ILC at its sixtieth session, which begins on May 5th.
