Annual Report of the ILC

The Report of the International Law Commission on its fifty-ninth session (A/62/10) is now available. Topics considered during the session included: shared natural resources; responsibility of international organizations; reservations to treaties; effects of armed conflicts on treaties; the obligation to extradite or prosecute (aut dedere aut judicare); and expulsion of aliens. In addition to the texts of various drafts articles, draft guidelines, and draft commentaries, as well as summaries of the debate, the Report, among other things, requests comments on specific issues, pertaining to certain topics under consideration, that would be of particular interest to the Commission. The Report also notes that the Commission decided to include two new topics on its program of work - "protection of persons in the event of disasters" and "immunity of State officials from foreign criminal jurisdiction" - and appointed special rapporteurs for each.
